The only wedding planner I know is Laetitia at Fabulous Weddings.
She's an American citizen and I believe that several of her weddings feature foreigners. She does big stuff, but also does small stuff, and would be my go-to person for questions about anything. Her company often caters to a "niche market" but she also does standard weddings.
