I've been hearing about not exactly this but similar in that area from a friend who lives there--for a very long time. He claims they are being left alone and the law is not being enforced. I'm not there, of course, just saying I'm hearing about a situation there that would keep me from moving there--although I lived there at one time. You have to have the rule of law or it isn't worth it.
