In a country were a taxi driver will sell you coke if you are an European or American tourist, I doubt that they need a sign anyway. Locals have their own contacts, I suppose. That said, you don´t see many crazy drug-addicts on the streets, even Paco ones, so it seems to be still at manageable levels.

I would assume they are marking your place and I'd confuse them by moving the hanger to the next building. (joke).
