The document attached dates from 2014. PwC is focused on corporate transfers that earn income in ARG; not lazy, expat retirees, like yours truly.
Maybe instead of being a "lazy, expat retiree" you could provide a link to more up-to-date information.
 
given the complete uncertainty in what will happen next week, there is no up to date information. For instance, the rules regarding our visa pensionista, which we got on Jan 5 of this year, have been changing monthly, with no advance notice, or notification of anyone beyond the monthly postings on the government website.
Nobody knows what the rules will be next year.
Different people get told different things when they have meetings with Migraciones, much less AFIP.
Argentina is normally unpredictable and changeable.
Now, even more so.
