Its not the 1 to the left of the 0s that's missing, its the 7 to the right of them.

The printers knew CFK is delusional so they thought "007? Screw that! You only get big ole 00s...the value of this bill in 3 years!"

It's CFK's inflation busting plan...All you do is carry a few of these and when the store clerk says the 3 bags of groceries you just bought cost 350 pesos, you simply whip out the 00 note and a pen and write a 4 to the left of the 00. Voila! Bob's your uncle.
