You'd think after these results Eduardo Costa would be the Governor

Eduardo Costa - Carlos Zielke (Cambiemos) 67,174
Alicia Kirchner - Pablo Gonzalez(FPV) 56,969

yet they took the votes for the PJ and gave them to Alicia
Daniel Peralta - Francisco Venturelli 27.464

and took the votes for UNA and gave them to Eduardo Costa
Osvaldo Pérez - Ana Villarroel 7.816

Resulting in
84.433 given to Alicia
and
74.990 to Eduardo....

Bizarre!

It's clear that Pérez and Villarroel should have run a better campaign if they wanted Costa to win! Plus the extra 20% of the votes that automatically go to the candidate most resembling Néstor Kirchner. Perfectly logical if you live in Santa Cruz.

Can somebody please explain why there are votes also from Malvinas?

And why when I look at the larger map they are in blue (Scioli's) but when I zoom in they turn out yellow (Macri's)?

there are a few argies living on the Falklands, can you vote abroad?

Yeah, but where is the rest of the votes abroad?

There is only 1 federal law.
Nobody made any complaint at the federal electoral judge.

The situation with the Falklands is that Argentina considers Islas Malvinas as part of Tierra del Fuego. Since Scioli won the majority of votes in that province, its shown as blue. However, when you zoom in, you see a further break down of how voting happened on a smaller scale in different areas.
