Maybe I suck at digging up information, but when I was in the mood to go to Technopolis, I was unable to find any easy means of public transportation to get there, so I ended up using a taxi. That fact that you are asking this here means that either we both suck at research, or that there are no easy ways to get there.

The Kirchnerites, though, deplore the convenience of La Rural.

Bus 111 . I don´t see the problem with the stroller. For the future , I leave you the link of map of Bs As. There you you can fill with your starting and arriving point and it gives the transportation options.

The 111, 110, 127, 140, 161.

It's not the nicest way to go on the bus, Constituyentes is not very nice, but as you'll see, you are in a different world when you cross the Gral Paz.

One thing -- are you sure it's open? I thought it closed for the summer, opens again in April no?

From their Facebook:

Tecnópolis 2014 funcionó hasta el 2 de noviembre. A lo largo de esta cuarta edición, la muestra fue visitada por más de 4.700.000 personas.

From Plaza Italia you can take 29, 41, 67 and 93, get off in General Paz and Balbin and walk about 1/3 of a mile. Also from plaza Italia bus 111 which will leave you in Constituyentes and g. paz and walk about the same distance.
From Santa Fe and S Ortiz to COnstituyentes and G Paz bus 110

you can always check yourself at http://mapa.buenosaires.gob.ar/ and http://www.omnilineas.com.ar/
