Uruguay residency anyone?

my (u.s.) husband is a research scientist and an academic and has many uruguayan collaborators. he works with them both in montevideo or in buenos aires where we are based (for part of the year). the only problem is, just about ALL of them want to leave!! even those with tenure jobs, and even those in their 40's and 50's who are fairly well off and established in their careers. they all have approached my husband hoping he might find them jobs in the u.s. - anywhere!! their reasons are always the same: "there is no future here for our children." the older people we know, professionals with grown children who have their own careers, have all their children educated and placed abroad or wished they had.
