I just download and successfully CIBC Mobile app.
Only problem is .... don`t have account with them.
 
Just went to the Google play store, searched scotiabank, and it allowed me to install it. Not sure why it worked for me, and not on your phone.

PM me, and we can arrange to meet this week and you can try it on my phone if you'd like.
