As for "numbers" just because Montoneros and ERP couldn't kill as many people as the military doesn't mean they didn't try to (one case that I can remember off the top of my head is the rocket and granade attack against Juan Alemann who escaped it unhurt). Again, refer to the number of terrorist attacks carried out in various places of the country.
