Update: Due to VERY recent changes to the requirements for Chileans entering the USA, there is no longer any fee or tramite associated with USA passport holders entering Chile via Santiago's airport. I was able to enter using my DNI, and my travel companion (a USA passport holder) was pleasantly surprised when he too didn't need to pay any visa fee.
