The decrees can be use if there is an extraordinary situation that doesn't allow institutions to work. To do not have enough congressmen of your own party is not an extraordinay situation, instead, part of the democratic system.
The President can call the senate for extraordinary session to approve the designations of the SC candidates.

There are 2 types of decrees: a) standard that regulates laws and deals with simple administration and B ) DNU that replaces laws and can be used under estraordinary circunstances.

Here you can read that the former President signed 1 every month and half so, obviously your 2400 are not DNU:

However, it is true she signed some DNU before she left. Because DNU cannot be used just like that, they were cancel by SC in record time. That is why the President is afraid of this SC and Gils Garbo: they are independent.

Your disagreement with her does not her a dictator, to appoint SC judges by passing the senate does. If you forget your hate and remember, she failed trying to appoint new SC judges and she didn't use a DNU to "fix" it.

The President has the power to open the Congress during hollidays and he must do it if there is a real urgency. That's the point. He is trying to take advantage of the Congress hollidays to rule by urgency decrees (DNU) like a dictator.
 
I'm not going to condemn his entire administration at this point, but I really don't like what Macri has done here. If there was urgency in appointing additional Supreme Court Justices, then call a special session to do so the proper way. He is going down a bad path here - one that I am sure, if the shoe were on the other foot - he would have criticized. I don't think the point is that the jurists he appointed are well qualified - they may very well be - but the manner in which he has done this has tainted them in a way.

Yes I've always thought it odd. However Macri will use these 2 months to his benefit to forms alliances and widen his base of support. I`m sure he will be spending his summer with a lot of meetings with the senators and representatives. Summer seems to have restorative powers in Argentina, if he convened the houses now for extraordinary sessions he`d be coming up against kirchneristas while they are still freshly angry. The summer may see a huge grieta open up between the PJ and the FpV. And tempers may calm down to allow for some rational thinking come March.

When Berlusconi started his campaign in 1994, most of the people thought "Why do the richest many of our country needs to step into politics if not to mind his own business?". I wonder why here nobody wonders why a billionaire would make the people's interest and not his.

Nonetheless, Berlusconi was voted (repeatedly) and the only explanation I can find for this is that capitalism sells because at the beginning everybody thinks they could be part of that rich 1%. This happened in the US, as well, and the results are before us.

I don't know Macri or his family, but rumors has it his father was not exactly a man of the law. I hope he will prove himself good.
 
Serafina, Macri isn't a billionaire as you've stated a few times. Trump is a billionaire, Macri is a millionaire, at least according to his financial declaration of 2012.
