What happens if a cartonero accidentally destroys a car?

I saw a situation on Cordoba and Pueyyredon today where a cartonero had loaded a mountain of cardboard and recyclable goods on a metal cart. He lost control of the cart and it smashed full speed into a parked car and smashed all the side in plus windows and there was a huge fight with the owner. I'm curious what actually happens in a situation like this? With a cartonero who obviously doesn't have any money to pay for damages.

Many of the Cartoneros are in the Federacion de Cartoneros, which is a cooperativo. They actually are legal employees in the eyes of the government, and get pension and health care benefits. These are the ones who have a fleet of trucks and a network of warehouses for sorting, and who recycle on a commercial level.
Others, of course, are unregulated and freelance.
If its one of the former, there may be some recourse for the car owner.
If its one of the latter, then its potentially something the police might get involved in, or insurance might apply.
