They are all over the place at the beaches near Pinamar/Carilo, even on streets where you definitely don't need anyone to wave an orange rag while you back up! I've seen some nasty arguments as well over territory in BA. We usually just promise to pay when we return, and we've never had a problem. If they are decent and polite (and still there), we do give them some money, but not just whatever they ask for. Otherwise, park a little further away and walk.
