Work Visa - How Long?

We are waiting for our work visa for Argentina to be processed. And waiting. And waiting.

As far as we understand, it's a two-step process. Step 1: Argentinian side. Step 2: [insert country of origin] process at consulate of Argentina.

We're still in step 1. Step one was supposed to take 15 working days. It's been 30-plus days. First day of work is Feb 5th. Any chance we'll make it for the first day of work?

My experiences were with companies here but it was a basic procedure.
1) Company gets registered to employee extranjeros.
2) Company issues a pre-contrato
3) You go with pre-contrato and all your paperwork to migraciones. Once that's approved, you wait for visa to be issued.
4) Once visa is issued you can begin work.

What is happening in Step 1? Is the company waiting for an approval to employee foreigners? If so, that is a giant ? on how long it can take.
