This made me curious. So, what is the acceptable theft threshold for you, 5%? 6%? 12%? 50%? If there is a level of corruption that is acceptable, why not turn into law? Just amend the constitution and say that skimming up to X% of the public funds is fine. I think this would save all of us lots of grief.
