I investigated this at www.agip.gov.ar and went by appt. at the downtown office at Viamonte and Suipacha that accomplished nothing. Here is what you need for 2013:
photocopy of your property title (only allowed one property in the country)
photocopy of your last retirement/pension deposit
photocopy of the ABL bill for the current year
photocopy of your DNI (resident or citizen)
and all the originals to show as well.
The agip site has the chart for exemption based on the fiscal valuation of property. If below $75,000, there is a 100% exemption. Other rates for higher valuation. http://www.agip.gob.ar/web/impuestos/exencion-inmobiliario-abl-jubilados-y-pensionados.html
You present all at the Centro de gestion for your barrio, ie, Palermo is Comuna 14 at Beruti 3325. They are listed on the back of the ABL pages. Offices are open Mon-Fri and hours vary, mostly 9,30-3,30.
