Did you check with the German embassy here? I know that the Dutch Embassy in BA does legalize apostille documents against a fee, it seems the German one does as well?

Ok so you can order your birth certificate (Geburtsurkunde) at the "Standesamt" in Nürnberg for 10 Euros:

They offer an international multi language version. You can pay via cc.

To get it apostilled you mail (once received from Nürnberg) it together with this form: https://www.regierung.mittelfranken.bayern.de/serv/download/downabt1/Antrag_Beglaubigung_Apostille_1103.pdf
