Is this other ATM available at Citi then only for the use of Citibank debit cards? Or will it work for other international bank debit cards too?

Yes this works for non Citi cards, You will have to try a 2nd transaction to see for yourself if you can withdraw more than 4,000 a day, but I would highly suspect that the deciding factor is going to be your bank's own limits, I don't think Citi is going to care as they get paid for the use of there ATM per transaction.

I concur with the comments here but will add that any atm on the cirrus or maestro networks will let you withdraw larger amounts in a single txn. Stay away from the banelco network whenever possible.
