there are no shortage of Argentines in the USA. Miami, LA, and NYC have lots of them. The funny thing is, they almost always come back, bringing their money, when they retire. I know several Argentines who live in the US, and invest in real estate in Argentina. One, a professor at UCLA, bought an enormous factory in Parque Patricio, which is a non-profit centro cultural.
When Argentines go to the US, its usually to bring dollars back, sooner or later.
Argentina, on the other hand, takes in immigrants and refugees from all over the world- 22,000 Russians in the last year, and a continuous flow of cubans, venezuelans, chinese, paraguayans, africans, middle easterners both jewish and muslim, bolivians,koreans, peruvians, germans, okinowans, english, and US citizens. I meet all kinds of people who live and work here from around the world.
But this problem is simple- public housing.
Pretty much every first world country (except the USA) routinely builds low income public housing. Its really not a radical idea.
