Because a decree alike caused the 2001 riot: the neoliberal economy minister Domingo Cavallo enacted a decree that said that the salaries could be paid only by atm. And to enforced it, he put a restriction on the cash you can take out of bank.

How is the government dictating how people can get paid and imposing restrictions on bank withdraws can in any way be refereed as "liberal"?

Let the dust settle and wait and see. For the Argentines, hope it works out. Something has got be done to turn this thing around.
If the government had an ounce of credibility, sell a US dollar denominated bond to the citizens of Argentina and we would have a home run. However, their record is not so good. Sad, money is right here in their backyard or under a mattress.

Now he is teaching at Yale but seems that this is what they teach at Harvard, where he made his master.

He was looking to enforce the law and to fight tax evasión but he followed blindly the IFM directions.

I think that this goverment was more sucesfull creating rules that rewards those who pay taxes (a cheaper usd for those who pay taxes). The Histórical issue here was that the rules rewarded those who evaded and punished good citizens.

Income tax is paid in stallments in advance. So, that 20% is not big deal.

There are many companies whose accountans fabric fake invoices to show less profit. This 20% punishes this fake accounting because they cannot get it back plus it is a red flag for a tax inspection.

The mortgage market must be in pesos and must be electronic. It is a facilitator right now for massive tax evasion. Might be painful, but for the good of the country it should happen.
