A) He promised to pay the fine BUT to date, HAS NOT PAID!
He insinuates that the reason they asked ten times for the insurance receipt is cause they were indirectly hinting for a bribe...very insulting towards the officers.
C) The officer clearly explains to him why he was searched, they became suspicious when he started acting very nervously.
D) This video shows more hostile behavior towards not only the the traffic inspector Belen, but also towards the gendarme who was talking to him, not less. He used subtle and not so subtle hostile terminology and hand gestures, for example he said "que que que!" with a certain tone that to a local Argentine, is a rude way of saying "WTF". Too many sarcastic innuendos & terms to list.
This same video clip was shown today in La Nacion web site, not exactly a pro K media organization. If this video "sheds a different light" on things then you could ask, why would the opposition press put it on the upper most page this morning? To infer that this video reveals something hidden from the previous two shorter versions is to admit that you don't really have a full grasp of the local Spanish, sorry. And I don't mean this in a condescending way.
