Construction Noise ... Can I Complain?

I had to suffer through the same thing for a few months, later on I decided to leave the appartment. Once, I came back from dancing tango and subsequently hanging out with friends all night..... and los obreros decided that it was a good plan to spend their sunday doing constructing work too. It was 8 in the morning and I took the first cab on sight to a random hotel.
 
OP, you have my heartfelt sympathy.
It's odd what Argentines will or will not complain about.
Since we moved here in the suburbs we've had to endure the noisy presence of bloke who has assumed the responsibility of neighbourhood watchman only a few metres from our front door.
He shouts at everyone and anything at all hours and even had the cheek to extort ever increasing amounts of money from us for doing sweet fa.
Since nobody else will, I just go out and tell him to shut the f**k up in spite of the fact that Adri tries to pull me back as she doesn't want to 'upset' the neighbours.
I'm not really suggesting this as a solution to the OP, but sometimes one simply has to be direct.
 
My heart goes out to you. New building going in next door to us. They start at 8AM with their nosiest work of the day and tapers off until they leave around 3PM. It's worse when they are pouring concrete and a day or 2 after when I imagine they are fixing their mistakes.

Sundays and holidays (thank you CFK) are blessedly quiet :=)
 
What you can do is file a complaint with the Ministerio Publico Fiscal. Here is the webpage:

There seems to be an english section of that same site but it is not just a translation, it includes 5 offices where you can file the complaint in person (phone or online too, with guides in pdf). The one from palermo should be close to your home. My advice is.. print some flyers and put them on your building (or homes near you) saying that the construction on Street XXXX is working outside the legal hours doing too much noise.. and they should join your cause and call them to raise a complaint, it is just 5 minutes and they can do it anonymous. Sleep to the people!

If enough people calls, perhaps.. someone will look into it.

They worked until 1am last night with a jackhammer, I've discovered how annoying the hum if a generator can be. I think something happened during the evening because they're working today with very few workers.

It's funny, the construction is right in front of a building that has 24hour police protection.

If it starts up again I will start my first protest, will make the ArgBF proud.
