Vaccination in the Province delayed
Vaccination for Covid-19 of those over 70 in the province of Buenos Aires will finally start tomorrow, Thursday, instead of today as announced by the local Ministry of Health. I think the omission of the group of "adults aged 70 to 79" was not made by Dr. Quiros but rather the error was made by the person(s) who wrote this article at Infobae.
Adults over 80 years of age who do not live in nursing homes:
The shifts for the application of the vaccine will open on Friday 02/19 at 2:00 p.m.
In this first instance, people over 80 and over will be vaccinated due to the availability of vaccines received.
As new shipments are confirmed, other age groups will be called in stages.

What happens if someone is over 90 years old, live in the province, have signed up at the website but have heard nothing.. ? Is there a way to sign up these people for an appointment? I only see the option for people living in CABA for appointments starting tomorrow

The vaccination program for CABA isn't really clear to me, so it would be great if teachers here could register for the provincial program. Have you done any more investigation about that?

No, it turns out we in CABA are in Capital Federal with it's own boundaries, distinct from the Province. Mind-bending and I don't pretend to understand it except that it seems to be a political distinction. And the governments don't seem to go to any lengths to make it clear. Argentines and other latinos are more likely to be aware.
When the first offer to register for vaccination came out it wasn't clear that it was just a Province plan/project. When registering you had to pick a Municipality, CABA was not in the list, but you could pick one and then enter your street address and zip code. Entering a CABA zip code did not throw up any red flags. And, as I registered there with a CABA address, no one or thing has ever disputed it. More likely they just ignored it.
My one call (call it an investigation) to the Province's 148 telephone line was with a hostile woman who couldn't wait to get off the phone. That ended my 'investigations' with the Province.
I believe the CABA vaccination program will become much clearer shortly, once they put up their registration link on the web page.
For whatever reasons it looks like the Province got the lion's share of available doses, and CABA is 'next' in line. There's a limited number of doses left over, after the doses dedicated to the Province, and available for CABA just now. That's why they're only going to start the vaccinations in CABA with people of 80 years and the people in nursing homes. A population they apparently have enough doses on hand for. As soon as more doses arrive and are available for CABA I expect it to go smoothly as they get people registered by age group and work their way through the age groups.
Last year there was a government offer in CABA for people of a certain age to register and get the Influenza flu vaccination free. I expect the Covid vaccination to be similar. Register online when offered, pick a vaccination center address from their list of locations, using the last number of your DNI learn which day of the week you will be accepted based on the last number of your DNI, go to the center of your choice on that day, show your registration info and your DNI at the entrance, and in you go for the vaccination, and Bob's your Uncle.

CABA....Ciudad Autonoma de Buenos Aires. Officially the Autonomous City of Buenos Aires, is the federal capital of Argentina. The city of Buenos Aires is neither part of Buenos Aires Province nor the Province's capital. It is an autonomous district.

I could be wrong but I think the capital of the Province of BA is La Plata.
 
UPDATE and New Information on 18 Feb 2021 @ 22:00
Tomorrow at 2:00 p.m., the City will enable online shifts (www.buenosaires.gob.ar/coronavirus/vacunacion-covid-19) and by telephone @ 147 for the vaccination against Covid-19 of those over 80 years old, which will start next Monday.
5000 shifts per day
will be delivered for the 29 posts enabled in the neighborhoods, such as clubs, parks, civil associations, cultural centers and even the Usina del Arte.
There are 150,000 Buenos Aires residents who, due to their age, are entering this new stage of the vaccination campaign.
Those who reside in nursing homes, an estimated 17,000, will receive the vaccine at the institution.
In all cases, starting next week, they will receive the first of two doses.
The vaccinated will be given a certificate, which will also state what product was applied.
In principle, in accordance with the availability of vaccines, the city will continue with Sputnik V for the immunization of hospital personnel and the private system (nursing homes).

Covishield, from AstraZeneca, will be used for applications outside the health centers (nursing homes).

Why? “It is more practical and easier to keep. With a bottle we can vaccinate 10 people...." And the ease of cold storage and logistics.
For use at vaccination points the dose must be kept at between 2º C and 8º C in common refrigerators is safer and reduces complications.
This avoids the installation of freezers, as required by the developed product Sputnik V from Russia (-17º C).
