Covid Vaccination Argentina

For international flight, my mother in law got a booster on sputnik but needs another dose of WHO approved. Is there a process for getting that to get valid entry into the US/Canada?
I originally posted this information on March 18, 2022:
As announced by the Minister of Health Carla Vizzotti, those people who have to travel abroad and received two doses of Sputnik as an initial scheme plus a booster with a dose of another vaccine platform, will be able to access the fourth dose. This decision enables individuals in this group to travel to countries that do not accept the Russian technology because it has not been authorized by the WHO. As part of the procedure, those who choose to do so must present a ticket, comply with the minimum intervals between doses and justify the need to travel: work, personal, humanitarian, religious, study or recreational reasons. They must -additionally- sign an informed consent form in order to make it clear that this is a personal decision and not a health recommendation....

The Minister of Health of the Prov of BA, Nicolás Kreplak, referred this Saturday to the fourth wave of coronavirus in Argentina and, in view of the increase in the number of cases, informed that he has already received the second booster of the vaccine. This after hours of the announcement by the Governor Axel Kicillof, who yesterday confirmed the free immunization in the province for those over 18 years of age, and said that whoever wants to be inoculated can go to the Province because "it is federal".

Kreplak insisted on the need to take precautions and the wearing of a mask in closed places. "It is a key moment, we have to take more care because there is an important wave of cases", he said and added: "We have to use the mask again in closed places, we have to ventilate. Winter is beginning and the risk situation will last a few months"....Regarding the free vaccination of fourth doses announced by Kicillof, he said: "We have been using free vaccination for three weeks for people over 50 years of age, which is the most at risk population. Ninety percent of the deceased are over 50 years of age". He added: "Those who have already passed four months are in that group and now we are moving on to those over 18". At the same time he reminded that the application of fourth doses for the aforementioned age group is of a "federal" nature, so that the inhabitants of the other provinces and of the Autonomous City of BA can be vaccinated in the Prov of BA....

Radiography of the fourth wave of COVID-19 in Argentina. In the last week, the number of positive cases of coronavirus increased 93%. And if the last month is calculated, the increase exceeds 300%. What is the scenario to face a new outbreak, according to specialists?....

Fourth wave of Covid: why coverage with third doses does not reach 40%. Booster is essential to halt the advance of Omicron. Authorities deny that "a ceiling has been reached"....In view of the sustained increase of Covid cases, the fourth wave is already a reality. Specialists stress the importance of ventilating environments and wearing masks. But there is a worrying fact: the low vaccination coverage with booster doses.

In this scenario, the Prov of BA enabled the fourth dose, without need of an appt, for people over 18 years of age and the City of BA is moving forward with the age-based schedules. Coverage of people with third and booster doses is around 38% of the population, while 82% have the complete scheme. "By no means did we reach the ceiling, we are increasing daily. We have already passed 50%, when a few weeks ago we were at 42.43%. The problem is that many people delay the application and others are in the interdose period," the BA Ministry of Health told Clarín.

Data from the UK indicate that, in the face of the sublineage BA.2, 4 months or more after receiving the first booster, the effectiveness in preventing hospitalization drops from 90% to 67%. The specialists consulted by Clarín agree that the circulation of the Omicron variant and its sublineages indicate the need for boosters. "Third and fourth doses increase immune response and decrease severe disease....

I got my 4th dose yesterday, in the sports centre in Zufrategui 1251 (just barely inside the province of Buenos Aires): they're giving Moderna, it's just walk-in, they only check how long it's been since your previous done (they require 4 months, not 3, which surprised me). I didn't quite qualify (I was a few days short) but they let me through anyway. For a group of 5 it took maybe 20 mins, very efficient, it's open to all adults regardless of age or residence, they even vaccinated the parents in law who are visiting at the moment. I'm grateful to Argentina and the province of BA for their open vaccination policy, I can't imagine it's that uncomplicated elsewhere.

The only side effect from the Moderna jab so far is a slightly sore shoulder, nothing else, not even a slight fever. AstraZeneca produced by far the strongest reaction for me. So I've got 2 x AZ, 1 x Pfizer, and now 1 x Moderna, I hope I'm done for the moment with COVID vaccines. Next up will be a flu vaccine before we travel to Europe this winter.

Fourth wave of Covid in Argentina: on May 29, the National Ministry of Health reported 51,178 new cases of coronavirus in the last week, with an increase of 19% compared to the same period of the previous year, in addition to 64 new deaths due to the pandemic. On the previous Sunday, the ministry had reported 43,487 new positive cases, up nearly 28% from the previous week, and 49 deaths from the disease....

....A few days ago, the Minister of Health of the Province of BA, Nicolás Kreplak, warned "not to be guided by tests but by symptoms", in a context of a rise in cases of coronavirus. The official pointed out that the tests may have "lower efficacy" with the new Covid-19 variant. In radio statements, he said that with the BA.2 variant "perhaps the tests that one can buy at the pharmacy are less effective". "A person who is symptomatic, it could be Covid or something else...has to do isolation. It doesn't matter what the cause is. They have to be isolated for five days and then five more days of maximum protection. That is the protocol, with no need for testing. I say this because sometimes you go and buy the test at the pharmacy or go to a testing place and you get a negative result, so you think you don't have Covid and in fact many times they are false negatives", said the provincial official.

According to data from the Public Vaccination Monitor, Argentina has distributed 114,391,500 vaccines to date, of which 109,308,500 were sent throughout the national territory and 5,083,000 were donated to other countries. Applications total 102,161,920. Thus, 40,779,344 people started their scheme and 37,446,810 completed it, while 3,029,262 people received additional doses and 20,906,504 booster doses.

While we're not done with COVID yet, the WHO has published its estimates of excess deaths over the 2 years 2020 and 2021. The overview is here: https://www.who.int/data/stories/gl...ated-with-covid-19-january-2020-december-2021 and the data set is here: https://www.who.int/data/sets/global-excess-deaths-associated-with-covid-19-modelled-estimates

As the WHO says: "Excess mortality associated with COVID-19 is used to quantify the direct and indirect impacts of the pandemic. 'Excess mortality' is defined as the difference between the total number of deaths that have occurred and the number of deaths that would have been expected in the absence of the pandemic i.e. a no-COVID-19 scenario.
  • Excess mortality includes deaths attributable directly to COVID-19 that were counted and reported to WHO by countries.
  • It also includes deaths attributable directly to COVID-19 that were not counted or reported by countries.
  • It also includes deaths indirectly associated with COVID-19, due to other causes and diseases, resulting from the wider impact of the pandemic on health systems and society".
I filtered the data set to include the South American countries, a handful of EU countries, and some others:

It's clear from the graph that, aside from Uruguay which shut its borders completely (and ignoring Venezuela, which can't count normal deaths, let alone those due to COVID), Argentina had the best performance of any South American country in 2020 and 2021, showing the positive impact of a functioning public health system, a good vaccine rollout (even producing vaccines locally), and some restrictions on movement, which didn't come close to those mandated in some other countries.

The City of BA Minister of Health, Fernán Quiros, said on Wednesday that "it is very likely" that the fourth dose of the vaccine against the coronavirus "will be the last of this year", and estimated that the next vaccination campaign will probably take place at the beginning of next autumn. In addition, he said that so far no country has applied more than four doses. In a dialogue with Radio Continental, the official explained that in the City the fourth dose "is being offered to those who have completed more than 120 days" after the application of the third dose, "starting with those over 50 years of age and continuing with the rest of the population". In this context, he insisted that the first booster of the vaccine "significantly" increases protection, but that in some cases the primary two-dose schedule is not enough to avoid severe disease and hospitalization in the face of the new variants.

He stressed that in the City there have already been 5 weeks without an increase in the number of cases and anticipated that "it is likely that in a few weeks we will start to see a decrease". "Throughout the month of May cases increased in the City and now we have several days in which they have stopped increasing, so we will be watching how the curve of cases behaves," he added. In conclusion, he assured that he believes that we are moving "towards a definitive scenario, which is the usual circulation of one more respiratory virus, as could be the flu", but that "we are not yet in that place", but in "a transition zone", where covid-19 still "causes waves of contagions with an enormous number of sick people per day"....
