I am assuming that the months rent in advance and the security deposit are worth more than the 300 USD that she is asking.

If you get into any argument she will just refuse to give the keys back when you come to moving back in.

I don't think that you will gain anything by getting into an arguement as she will just refuse to let you back in, let it to someone else and you lose more than the 300USD.

Could you ask her to have all the receipts prepared, plus a statement from the tenant and you will be happy to review them and pay them in full on your return?

Mention that you will need to have full facturas dated on the dates of the work done in order for you to be able to reclaim the amount from your insurance (or some other story).

Make it plausible, sound reasonable, and then the onus is on them.

Just a thought.
 
I recommend calling a lawyer, pay $200 pesos for them to call her. You can use the omnibus in San Telmo on Defensa also. They offer free legal services and advice. That landlord is just jerking you around because you are a foreinger.
