As for filing police reports, in Thailand they charge you for taking up their precious time, app. US$15 last I heard. The assumption is that all travelers have insurance and that the report is part of the process for you getting the payout, therefore you shouldn't complain about giving some up. Sometimes it may be pocket lining (the Thai police are notoriously corrupt), or you might even be issued a receipt, if that makes a difference.

Trying to build an understanding of what proportion of the population has been robbed, another thing to consider is precautions people take, sometimes to extremes. Examples would be people who will not leave their houses after sunset, or go to certain areas of the city, or ride public transport, and so on. One Brazilian lad (his family is wealthy) told me his grandmother , who lives in Rio, hasn't walked on a sidewalk in over 20 years. And then there are those who use practical precautions, such as not hanging out at the end of the subte platform all by yourself.

It is quite difficult to prove why something didn't happen.
