So to understand this..... there's no city water to my property.... do i ask the gov to provide? or just give my property to them?and move where they think i should live?

I would like to be corrected if i'm wrong.
On one hand i read...... you own the land but not whats under it (oil , water...)gold?
Then i read..... no one cares about water....which btw is the stupidest thing i heard so far,unless you drink dirt
Is there a no mineral rights federal law?? or is there a no mineral rights sometimes if is water ,,, well ok but all others no and sometimes no water either because the queen say so?
