What is the story regarding DNIs having to be updated to the new fromat by Aug 1 [or thereabouts]. Is this part of the new AFIP tax tracking and transaction system?
 
you don't have to do anything. there are already threads on this on this website.
 
I was told something similar by a migraciones agent at EZE. I went ahead and ordered the new document, but the staff at the main center here said there is no such requirement.
