After reading quickly the news, it seems the decline was due to the fact the operations by the major cuevas were kind of restricted this week.

Add to that the 100 USD limit now on withdrawals in neighbouring countries.

Not yet the aguinaldo but some people might indeed start to buy USDs now for their vacations (knowing it will be much higher next month)
