Entry fee for Americans and some other folk

It is my understanding that the US$131.00 entry fee at airports for American passport holders will be good for 10 years. What I don´t undertand is what happens when a passport expires in 5 years? It seems to me that this entry fee is actually good for the life of the passport, a la Chile. Tell me I´m wrong.
