For Arturo, it sounds as if there's no way out. I am ambivalent about zoos, but those with ecologically exotic species - polar bears in Mendoza are an obvious example - need to scale down unless they have extraordinary resources. The worst offenders are probably places like http://www.mundomarino.com.ar/site/web/index.php, which imprisons marine mammals, but it would be harder to eliminate places like http://www.montereybayaquarium.org/
 
Temaiken seems like a reasonable zoo (so my friends with wee kids tell me), however the lack of space and inability to manage the summer weather conditions should zee the BA & Mendoza zoos closed on grounds of unecessary cruelty asap.

My proposal: An open monkey (long tailed macaque) colony like the the Monkey Forest in Ubud, Bali. Not sure how they would cope with winter though. I would probably give up work and spend my days getting robbed and abused by cheeky macaques if this plan came to fruition.

They should move him to Ushuaia. It's much closer than Canada & much colder than Mendoza.

Still the same problems with anesthetizing an elderly animal, transporting him, and finding him companionship, not to mention suitable enclosure. And Ushuaia's not polar-cold.
Winnipeg Assiniboine Zoo is pretty hot July and August (30-40 Celsius). It's polar bear enclosure is pretty large and well maintained, but the colder temperatures only really start around October - April.
Winnipeg has some very extreme temperatures and mosquito season is particularly hard on the animals as there are inordinately large and aggressive mosquitoes (this zoo is very close to the Red River and patches of swampy standing water). This poor beast needs a rest to live out the remainder of it's life; not being tormented by pests.
 
I feel so sorry for Arturo, it really breaks my heart to watch him like that.
