But some context would help. It turned out in retrospect that Wembley 2021 was undermined by a concerted social media campaign to field thousands of ticketless blaggers who would force their way into the game; Paris 2022 was undermined by a social media campaign to field thousands of holders of fake tickets who would force their way into the game.
The security services in London ought to have been pro-actively aware of what was being planned and taken measures to counter it; the security services in Paris ought to have learned from the mistakes of the British but neither seemed to carry out their responsibilities beyond responding inadequately to what they saw actually happening on the day.
