I was not eligible for Medicare when I was in the USA, so I can only go by from what I had heard. From what I understand it is also difficult to find doctors that accept Medicare patients. Please do correct me if I am wrong. The prospects of having to move back to the USA, live in a van down by the river (rents are insane) just to have a chance of getting health services is not that appealing.

Also not accepting the additional Parts B,C and or D initially will also mean having to wait for open enrollment (?) and paying a penalty rate. Reading Steve's post gives me a sliver of hope if I become a citizen. I do believe that any healthcare provider does their best regardless of facility or program that they work in.
