Mmmm, the oficial policy was that they only care about the usd they have at the central bank.

Regarding traveling abroad, Argentines use the credit card because it is cheaper, legal and allowed.

I m at Ipanema right now and i use my credit or debit to pay everything.

Etchegaray scandal is different, some newspapers told the story like somebody else paid for his vacations: brive.
However, i have no idea if this true or not. Seems to be rotten fish.

Those who pays monotributo but are millioners cannot use the credit card abroad. They have to use usd cash. That s why Pinamar rised again and Punta del Este has a lot less Argentines.
The usd at Punta del Este is 15 pesos.

In fact, the dolar blue is going to dissapear when the official cost the same and you can buy them at banks. They already started the devaluación.

Then, you are going to have a black market without making so much noise in the politics.

So, in one year or less, expats are going to be like in 2002 but the country is going to acchieve a devaluación in stallments. This seems to be the plan of this administration.

The 'blue dollar' market exists because one cannot freely buy foreign currency in Argentina. The 'blue dollar' market is the result of an idiot government's idiot attempt to curtail the possession and use us foreign currency.

If - one sunny day far into the future - it is again possible to freely buy foreign currency in Argentina, there is no need for black, blue, green, orange or yellow currency markets. Compare to e.g. Chile, Uruguay, Brasil, and just about any other countries in the world, except e.g. Cuba, Argentina's Next-Step-Venezuela, Zimbabwe, ...

No, this is only part of my plan that has been covered in other posts. To summarize this is Joe's 5 Step Program:

1. Require all currency to be exchanged at customs. Currency sniffing dogs will be used to confiscate any transgressors. Full body scanners will be used preliminary to cavity checks.
   
2. Close all arbolitos (and Xoom) through more robust AFIP Swat Teams. All takings from the Arbolitos are given to AFIP, analogous to how US law enforcement are rewarded with drug takings.
   
3. Deploy La Campora from the supermarkets to Florida St. and other hives of black market activity.
   
4. Install cameras in common black market locales like supermercados chinos and hotel rooms (prostitution). NSA technology can be deployed in exchange for sharing all financial transaction information with the NSA. For example the cameras will only record money exchanges (using NSA Artificial Intelligence software) so privacy concerns are abated.
5. Outlaw any reference in the press to informal exchange rates. Newspapers don't publish the price of Cocaine or heroin - they shouldn't publish the price of the Blue Dollar.
