The restos in and around the Mercado del Puerto are tourist traps..$$

For a reasonable Resto/Pizzeria check La Paponita on the 18 de Julio at Plaza Bomberos (still not cheap ¡compared to blue rate prices in Argentina) ! Considering the Uruguay peso rate today? 2 ?

The Mercado del Puerto is not exclusively for tourists, and some of the parrillas there are pretty good. Alternatively, if you want something that's more strictly Uruguayan but has similar facilities, try https://www.facebook.com/MercadoDeLaAbundancia

Many Uruguayans also go to the Mercado del Puerto but, if you can't stand the tourists there, try similar facilities at the Mercado de la Abundancia (http://tinyurl.com/ksmq9x9), which is more strictly local.

I prefer Puerto Varas, where I found a perfectly good Cuban sandwich.
