I don't know exactly what it means but I believe the term "enganapichanga" applies to the whole neighborhood off Palermo west of Santa Fe.

Enganapichanga are those silly tricks you do to babies to distract them from important things, is a hoax, a simulation.
I agree with you 100 per cent. Restaurants at Palermo have a nice design and nothing else. The service usually sucks, the food normally is average but the prices are high.
While I was a student I was working at a high end law firm and all the meetings were done at restaurants, always new, always fancy. It means that I knew most of the nice resturants after some years (we never lunch twice at the same).
After that, I keept going to the same places for the last 10 years, avoiding new ones, preferring those who survived at least 10 years.
I was at Madgalena at the beggining of Decembers and I regret. The service was a lack of respect, the food old (i got sick) and it wasn t cheap. I didn t tip of course. And I won t come back.
Usually when I just arrive to a rstaurant I tell them nicely and with a fake smile "kid, you know how does it works, right? You salary sucks, you make money with tips, and I only give good tips for outstanding service". It usually works.
