I traveled from the USA to Argentina on January 3rd 2013 and learned this first hand:
You must pay the $160 VISA charge online, then print out the reciept and bring it with you for both the airline and the AR customs. I did not do it before hand, and they were angry that my connecting flight crew had even let me on board. They then allowed me to use their computer to buy it and print it out in Houston.
I do not know the website exactly - the attendant just brought it up for me.
