Like I said though, there is no decreto about it that I can find. The article seems to suggest that this only affects argentines - which doesn't make it okay. Just doesn't affect foreigners (the article never even mentions foreigners).

Go to: www.anses.gob.ar Click on "Constancia de CUIL". Enter your details. Enter the captcha. Get your CUIL. You can click on Imprimir to save it as PDF that you can print out. If you get a corrupt PDF file, use a different browser.

If none of this works, visit ANSES.

The government has a difficult job. They have no credit so they must rely on Dollar reserves to pay their energy and bond payments. In addition, avoiding paying taxes here is the national pastime. Given those two issues this move is completely logical.

Okay, you only have to go to ANSES if you can't get your CUIL on the website.

The captcha is the bunch of numbers that you have to enter in the box to prove you're not a robot.

That decreto has nothing to do with this. That one is for NON resident foreigners and argentines. I think we're conflating issues here.

If you were correct why they would include the WORD residentes..... just say: los pasajeros Argentinos, that would suffice.

To distinguish between resident and non resident argentines? If you're an argentine, but are not residing permanently in argentina, then you're treated as a non resident. Depends on what address you've got on your DNI.
