Ok i will tell you eventhou it is one of the most secret of the secrets of the Argentine culture,you hang your arm out the window so the cool breeze hits your arm and part of your shoulder and brings the cool air to your face
This is a left over custom from back in the days when cars had no a/c,same as the lights on during the daytime on the highway,it took a long time to catch on because it was believed that the lights were killing your battery,which many moons ago was true when cars had generators(dynamos) and not alternators that recharges your battery right of way
