Package Holiday Restriction?

Back in March somebody posted an article that claimed foreigners would not be able to buy a package holiday from within Argentina. Does anybody know if this is still correct?
 
Just call despegar.com for domestic travel packages, they accept cash Ar $ you must deposit the value in a Santander Rio bank acct.
