Reduced flight schedules and current entry / exit requirements

Migraciones called me today and I had a really friendly chat, but about 30 minutes into the call I got disconnected somehow. They said would call me everyday.
 
I entered in December 2020 under direct family and on the DDJJ (https://ddjj.migraciones.gob.ar/app/home.php ) that you fill out 48 hours prior to entering there is a spot to upload the COVID insurance proof (as well as your negative PCR)

I believe the place of quarantine is the address you declare on the DDJJ. My father in law put he was quaranting in the province and was able to travel by bus but not sure if that is still allowed.
Is the proof of insurance a .pdf document? or is it just a policy number? Thanks in advance.
 
During my conversation with the migraciones person, she said they were primarily interested in contact tracing measures.
 
I only uploaded my policy # (local prepaga). No questions were asked. Since arriving on Sunday I've been called twice: once by the City, once by the Ministry of Health. No issues.
 
Is the govt limiting how many passengers can arrive in any given flight?
 
Does anyone know anyone that has left EZE-DFW? My mother-in-law has a flight next week but I'm wondering if it will actually go out. American Airlines is clueless and they keep saying the flights aren't cancelled but I can see every day flight #996 has been cancelled this month.

I noticed yesterday AA flight#9723 shows going out from EZE-DFW. ( https://www.aa2000.com.ar/ezeiza ) I've never seen that flight # to DFW. Does anyone know anyone that has successfully left to DFW?

Update: I called American again and once I pointed out that the flights aren't going out they said all flights to DFW are cancelled until September 2.

9723 is a cargo flight.. best place to check is http://www.tams.com.ar/organismos/vuelos.aspx sort by American Airlines and then either arrivals or departures. But on quick glance it appears all flight EZE - DFW for the remainder of the month are cargo only (if you see terminal TCA that is cargo)

So they told you the flights were NOT cancelled and then they said the WERE cancelled? if they were cancelled why don't they reroute your Mother-in-law via Miami?
