CELTA probably won´t help your marketability much in Buenos Aires--there are tons of teachers offering services, and there seems to be more emphasis on how you present yourself, type of accent you have, if students like you, etc
Also there is so little money to be made that any investment seems like not the way to go.
In mid-late Feb a lot of companies do hiring, and many software firms look for English speakers, though they tend to want people who are legal residents (you can get this with a lot of tramites and studying at a local university). But don´t expect them to help you get working papers, kind of a catch 22.
I actually loved the food in Chile (lots of seafood) but can understand why you would prefer to be in Buenos Aries. If you need a job that pays the bills, that may not be possible in BsAs unless you get creative.
