FYI - for anyone who needs to go home over this next month. Not all are available to the public like the AR flights to Larnaca (military charter)

There are now flights to GRU that could open options for onward international flights from there, but not sure about remaining availability.

AR have published a domestic flights schedule for SEP but unlikely to actually start until at least OCT by the time they ever get government approvals and provinces open their frontiers, which is looking more remote by the day. Any domestic flights would be ex. EZE until approx. early 2021 as AEP is now well and truly closed.

Does anyone know when/if they will left the restriction to just citizens or residents to enter Argentina? Is there any exception for children or spouses of citizens?

if you’re married or the child of an Argentine citizen but just didn’t do the residency you can get a visa from the embassy which then gives permanent residency. But other than that there are no exceptions as far as I know.

Although it is a procedure that has been carried out for months, the National Directorate of Migration today formalized the implementation of a new entry and exit requirement to the Argentine territory. According to a provision published in the Official Gazette, as of September 7, passengers must sign an electronic affidavit...

The Government wants the planes and buses to return in October

....In cabotage, you have to look carefully at what Aerolineas Argentinas does. The flag carrier is in a process of restructuring some areas and labor issues. The company considers that without flights it is easier to generate some changes, since the threat of a strike is an abstract. With planes in the air, the negotiation can get tense. But, beyond that, the governors will have the last word.

The Ministry of Transport does not think about the need for a swab before boarding a plane, as it would be expensive and dysfunctional for short destinations. Yes, progress is being made on the issue of traceability of each passenger. In the Government they say that some flights, such as Resistencia, have not been interrupted and that there were no infections specifically from the flights. Beyond the fact that the governors will have the last word, the project is to begin to abandon the internal customs that have been established throughout the country.

For those who go to or come from abroad, a protocol is being advanced with the airports and airlines. In addition to the social distance in the stations and the temperature measurement, two requirements that have already come to stay, the idea takes shape that to get on a plane for several hours a mask will not be enough, but you will have to have a professional mask . "We are in talks with the airlines so that this chinstrap, which has certain specifications, is provided by the airline," said the Ministry of Transport....

 
Does this mean that foreigners can enter Argentina from Sep 7 onwards as long they spend the first 14 days in quarantine?

The tourism ministry already wanted SEP and yet here we are with COVID stats like never before.

Nope - it just changes the existing paper form to a digital form and means you can’t get on the plane without having done it. Borders still remain closed to foreigners and non-residents until further notice, hence no decision has been taken to authorize scheduled international flights to resume as normal. If / when they do reopen then it is assumed foreigners would need to comply with the above requisite.
