FYI - for anyone who needs to go home over this next month. Not all are available to the public like the AR flights to Larnaca (military charter)

There are now flights to GRU that could open options for onward international flights from there, but not sure about remaining availability.

AR have published a domestic flights schedule for SEP but unlikely to actually start until at least OCT by the time they ever get government approvals and provinces open their frontiers, which is looking more remote by the day. Any domestic flights would be ex. EZE until approx. early 2021 as AEP is now well and truly closed.

Does anyone know when/if they will left the restriction to just citizens or residents to enter Argentina? Is there any exception for children or spouses of citizens?

if you’re married or the child of an Argentine citizen but just didn’t do the residency you can get a visa from the embassy which then gives permanent residency. But other than that there are no exceptions as far as I know.

Nope - it just changes the existing paper form to a digital form and means you can’t get on the plane without having done it. Borders still remain closed to foreigners and non-residents until further notice, hence no decision has been taken to authorize scheduled international flights to resume as normal. If / when they do reopen then it is assumed foreigners would need to comply with the above requisite.
