What you need to know for running a farm is the bussines part of it and the management and the ways of improving the genetic of your plants, i'm talking of natural injertion, the legals, the accounting, the taxing, and the risk management. Please do your self a favor, don't talk about what you have no idea. Everyone migrating to the interior of the country was given lands back in time so is bullshit that Argentina did not separated land, but mostly people don't want that hard type of life so they finish selling their land to have a better less effort and easier life in city's. It happens a lot as well that when the old generation of farmers get olds the childrens do not want to return to that kind of life so they finish selling, but more importantly what happens in this country is that shitty socialist government tax farmers so hard that the small ones cannot survive. You talk about cooperative that pays 0 taxes, and do all in black and cash, that can not growth beyond a 1 % of the production and they are extremely inefficient producing beyond some basic products, this country depends on taxes and production from efficient machine driven farmers to support all the assistencialims and no working plans. Make a reform as you are mentioning and the country just dies and most of the poor people with it. Besides probably the interior of the country will just declare independence before accepting your typical guy of the city that lives on government help.

Is idiotic to think otherwise, why will anyone then save and continue producing when reaches certain age, he will just sell all and move the money to another country where noone will interfeere, or he will do a inter family selling operation. Why will anyone ever work and produce any riches and capital if there is no way of passing that fordward, and why will anyone try to invest in something that is long term like machinery, science, renewable energy, (put anything here) if there is no retribution for him or his family or loved ones. And yes, this would be an anti-capitalist move and a blatant violation of human rights regarding personal possessions. However, the democracy is simply "rule by the people". Nobody said these people are supposed to be smart.
