Transfering USD to Argentina

I am confused. I thought you couldn't have USD transferred into ARgentina. Xoom transfers your money here but they give it to you in pesos, right? I know you can bring them into the country on your person. Am I missing something?

Yes you are. These companies do not bring in anything. They want/need dollars abroad, and they give you the dollars they already have in Arg, and in the case of Xoom they give you pesos at a higher rate ( their business is to profit from CCL ) one dollar en blanco out of the country costs 6.5 pesos, they get it for 6.02.
