You will know this already, @Johhny but for others out there who don't, just place the card on the balance checker screen in Subte and railway stations and the number will be displayed.

FYI: As of Jan 2024, the negative balance allowed is $312 pesos for a registered card as well as an unregistered card.

When I visit https://www.argentina.gob.ar/sube and then click Registrala, there is question mark next to the DNI row. There they have links to contact them via social media, if you still don't have a DNI. So it sounds like it could be possible as a foreigner:

"Para crear tu cuenta es necesario contar con el DNI vigente. Si aún no lo tenés, escribinos por Instagram / Facebook / Twitter o WhatsApp para que podamos ayudarte"

You can register a passport number to your SUBE. I’ve done it, but I had to go to the SUBE customer support office at Retiro train station to do it. Couldn’t do it on my own.
