Updated COVID restrictions on circulation

Effective tomorrow at midnight until the end of the month the following measures were decreed by the President Alberto Fernandez:

- Night curfew 00:00-06:00
- Restaurants, bars etc to close by 23:00
- Private social gatherings in peoples homes prohibited
- Outdoor social gatherings with more than 20 people prohibited
- Casino, bingo, discos and party venues suspended
- In AMBA public transport for essential workers, teachers and students only
- Indoor sports in places (eg gyms) with more than 10 people prohibited
- Provinces can make their own restrictions on circulation above and beyond these if they choose
- No organized group travel

*MEDIDAS*

- Se suspenden para todo el país los viajes grupales de Egresados y Egresadas, de Estudio y de Grupos Turísticos.

- En las zonas del país consideradas de mediano riesgo epidemiológico y sanitario es facultad y responsabilidad de gobernadores y gobernadoras adoptar en forma temprana medidas que disminuyan la circulación para prevenir los contagios. Ello es así, pues es del resorte exclusivo de las provincias el monitorear y hacer cumplir cualquier medida restrictiva de la circulación.

- En las zonas del país donde hay mayor riesgo epidemiológico y sanitario, se tomarán además las siguientes medidas.

a. Se suspenden actividades sociales en domicilios particulares.

b. Se suspenden reuniones sociales en espacios públicos al aire libre de más de 20 personas.

c. Se suspenden actividades de Casino, Bingo, Discotecas o cualquier salón de fiestas.

d. Se suspende la práctica recreativa de cualquier deporte en lugares cerrados donde participen más de 10 personas.

e. Se establece el cierre de los bares y restaurantes a partir de las 23hs.

f. Se prohíbe la circulación entre las 00.00 y las 06.00 de la mañana de cada día. Según las jurisdicciones, las autoridades podrán solo ampliar estos horarios en función de las especificidades de cada lugar.


- Específicamente, en el AMBA sólo podrán usar el transporte público de pasajeros trabajadores considerados esenciales, toda la comunidad educativa y aquellos que ya fueron expresamente autorizados.

- Estas medidas de cuidado estarán vigentes desde las 0 horas de este viernes 9 de abril hasta el 30 de abril. El Gobierno Nacional evaluará cuidadosamente la correcta implementación de las medidas.

d. Se suspende la práctica recreativa de cualquier deporte en lugares cerrados donde participen más de 10 personas.
The gyms are a gray area IMO. It's open to interpretation how you define if people at the gym are participating in a "sport" and are together. Clearly group classed of more than 10 ppl are not allowed but not so clear on the individual working out. Even then, most gyms can limit each area to have 10 people at a time and continue to function as they have with turnos and with barbijo as has been the case since Nov 2020. I think ultimately, it will be up to the local authorities (Larreta) to clarify the exact rules.
 
Today Larreta announced the additional measures to be implemented in the city:


Nightlife : as established by the national government, in bars, restaurants, cinemas and theatersthe doors are going to close at 23and you will not be able to enter. Those who are still inside for that time may stay to finish their meal or their function and leave before midnight . The gastronomic businesses can reopen at 6 in the morning.


Traffic restriction : this measuredoes not target someone who is returning home or fulfilling an essential function, but to avoid the concentrations of people .

Mobility :non-essential shops will open from 10 amin order to stagger morning mobility and avoid agglomerations of workers, students and teachers.

Mass shows are going to be rescheduled and casinos and bingo halls are going to close.

Telework :it is recommended to reduce the number of people in closed spaces as much as possible. A large part of the Government team is dedicated to tasks related to COVID-19 and in customer service: in testing centers, vaccinations, hotels, airports and call centers . Everyone else is going to work remotely and the City asked the private sector to accompany the measure .

Free parking : parking in the City will be released so that all those who must move can use the car and avoid public transport, which is specially designed for essential workers.

Inspection and controls : controls will be reinforced in public spaces, in commercial and gastronomic areas, in public transport and in transfer centers, to guarantee the compliance with protocols and that the various activities can continue to function safely.

Personally I think these measures are pretty balanced.

However it would have been sensible if the national government used the past few months while bracing for the second ola to identify financial compensation and relief for affected businesses (e.g. tax breaks proportionate to lost revenue, ATP etc) as without this economic harm is unavoidable for those directly hit. Instead the government continue to spend on other non health related "priorities" instead.

Additionally the city saying it will ramp up controls around basic protocols doesn't really fill me with confidence. They have supposed to have been doing that all along but gave up or became ineffective.
 
Axel K the governor of Provincia Buenos Aires announced the following measures applicable in some areas of his province including the greater Buenos Aires area on the other side of the General Paz (San Isidro, Vincente Lopez, Avellanada, Tigre etc)... where it is a return to "Phase 3".
  • All businesses must close during the hours between 20:00-06:00
  • Night curfew from 00:00-06:00


Other areas in phase 4 or 5 will have different closure hours.
 
Axel K the governor of Provincia Buenos Aires announced the following measures applicable in some areas of his province including the greater Buenos Aires area on the other side of the General Paz (San Isidro, Vincente Lopez, Avellanada, Tigre etc)... where it is a return to "Phase 3".

Other areas in phase 4 or 5 will have different closure hours.

Good for CABA .. people will cross the General Paz for dinner etc. or stay after work in CABA eat then go to Provincia.
As far as I'm concerned not affected at all don't use Public transport, always home before 11.00 pm.
 
Bit illogical that you can meet all your friends in a bar or restaurant but can’t have them to your house to eat. Typical of Argentina I suppose.

Well yes and NO Kicillof gives a hand to the Gastronomics and discourages take out...? bad for Glovo, Rappi , Uber eats

Controls on border at night coming back to target this.
 
The intensive care wards in most private CABA hospitals are now full - including popular ones like Hospital Aleman.

Public system in La Plata is also at capacity and struggling in addition to Escobar and some other municipalities in AMBA.

Similar scenes in some places in Provincia with Manaus and British strains now circulating widely in the community in AMBA and Provincia.
