I have been ill during the last 3 months; I tried to get funds from CITI atm's and got message stating transaction cannot be accepted. Why, can anyone inform me if there have been changes in this regard while I was sick? Thanks!

I don’t think that CITI is under any special obligation to notify you of changes because you were sick.
 
Given that Citi in Argentina is about to change ownership , maybe they are being extraa careful about international transactions
 
I have HSBC and about a month and a half back I was unable to use my card in any Banelco machine.. I called my bank (in the US) and they informed me that they upgraded the system, and cards with a new security chip... They had sent out a new card.... But my banking address is in the US.
I would call your bank.
